Pipelines: Need separate API reference for Pipelines standalone #1453

We currently have one API reference for Pipelines:
https://www.kubeflow.org/docs/pipelines/reference/
It reflects the Pipelines API that is integrated in the current version of Kubeflow.

However, the Pipelines Standalone deployment may offer a different (later) version of Pipelines.

We should have two references, one for the Pipelines version included with Kubeflow and another for the Pipelines Standalone deployment.
