Ignore provisioning for in-tree volumes that have not been migrated #341

/kind bug

The provisioner just picks up any in-tree PVC that is related to the CSI Driver and treats it as a "migrated" PVC and continues to provision it. In reality it should use the annotation as a signal on whether the in-tree pv-controller has stood down or not (migrated or not).

this is an important fix as well since it was causing a nil pointer dereference. pv.Spec.CSI.VolumeHandle doesn't exist when migrated. Shows the importance of unit tests which we didn't have 🤦

Tested Scenarios:

  • in-tree not migrated
  • native csi driver
  • in-tree migrated

Now all behaving as expected

If we also set annotation name to CSI driver name, why does lib-external-provisioner need to be configured to process PVCs with intree provisioner name in the annotation?

Ack. I'm not sure. I didn't know that was what lib-external-provisioner was doing.

Just looked into it and yeah we could just remove from the additionalProvisionerNames. I think that would solve the problem.

The additionalProvisionerNames stuff is necessary to keep this check at https://github.com/kubernetes-sigs/sig-storage-lib-external-provisioner/blob/master/controller/controller.go#L1234 happy.

Without populating additionalProvisionerNames, we end up with:

controller.go:1235] provision "default/podpvc" class "standard": unknown provisioner 
"kubernetes.io/gce-pd" requested in claim's StorageClass

Thanks for the explanation. I was trying to think if the fix should go into lib or here. I guess the fact that the annotation is set different when migration is turned on is a CSI level detail, so this seems like the best place

just removed some dead code and rebased @ddebroy @msau42 @jsafrane PTAL

I will add a positive migration unit test with #343. It may take a while and this PR can merge without it.
