cluster cloud secret not moved to target cluster

What steps did you take and what happened:

What did you expect to happen:
clusterctl move need move objects from bootstrap cluster to target cluster

found the cloud-config (cloud secret) not moved and lead to target cluster has error
asked kubernetes-sigs/cluster-api#3542 and seems
we need consider to set reference to the cloud secret..
