🌱 Use kubernetes version instead of Upgrade to/from

What this PR does / why we need it:

These two tests no longer do upgrades as of #5042. We should use the kubernetes version instead of upgrade from/to varaibles.

Which issue(s) this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close the issue(s) when PR gets merged):
We found this in Cluster API for azure:kubernetes-sigs/cluster-api-provider-azure#1792 and it was causing issues with a newly added feature.
