Istio: Use existing VirtualService informer #2215

Description

The istio-virtualservice source already creates an informer that watches and caches VirtualServices in all namespaces, however its Endpoints method wasn't using the informer cache and was querying the API server directly. This change limits the VirtualService informer to the specified namespace and uses its cache instead of always querying the API server.

Outgrowth of #2045
