GEP: Gateway API Versioning

What would you like to be added:
Clarification around compatibility guarantees, experimental fields, and versioning plans.

Why this is needed:
We have a large number of implementations being built around this API. As we approach a beta release, we need a well defined plan for how that and future releases will work.
