🌱 (make generate) : fix error of 'Permission denied' about binary file

sometimes, the permission of files in testdata dir is 555 without write permission.
if no write permission to those binary file, error occurs 'etcd: Permission denied'

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
