Description
Bump tools and dynamically set external plugin path to support running e2e test on Apple ARM machines.
0.15.0-->0.20.01.4.36-alpine-->1.6.23-alpine1.28-->1.36.1uname -sto detect the OS to determine the external plugin path.Motivation
Support running target
make test-e2e-localavailable on Apple ARM machines.
