Looks like this is ultimately blocked on a few issues:

• oras-go/docker update in helm.sh/helm library: chore(oci): migrate to ORAS Golang library v2 helm/helm#12310
• cluster-api updating controller-runtime dependency (updated on main but not a release yet)

we may be able to get around the helm dependency by just using the helm command line tool instead of the logic we have today
