1. Describe IN DETAIL the feature/behavior/change you would like to see.

Using AWS GovCloud is a bit different from the regular AWS.

2. Feel free to provide a design supporting your feature request.

Kops v1.18.2 improves the support for AWS GovCloud and should work without any additional tweaks, except for the fact that regular AMIs are not available there. Though, https://cloud-images.ubuntu.com/locator/ec2/ shows that some of the images are available in GovCloud regions also.

So, suggestion is to try kops 1.18.2 or later and see how things go and document any tweaks that are required.

https://cloud-images.ubuntu.com/locator/ec2/ shows Ubuntu 20.04 release 20201014 as available in GovCloud as ami-84556de5.
