re-organize Leader Migration test with exec tester #13265

There was a flaw in my approach to run the test - the test needs kubetest2 to setup environment, and thus needs to be invoked by kubetest2. Fortunately we can easily do that with kubetest2-tester-exec.

This PR re-organizes Leader Migration test in this way.
