Adding CNI v0.6.0 which is required for Kubernetes 1.9 #4175

I would much rather have #4097 merged, but this is blocked by an upstream issue. The older CNI versions do not have a SHA1 file.

And the folder name has changed with 0.6 ... yay. The latest cni binary does not have a bin directory.

This is not passing e2e because the cni bundle folder structure changed.

Per @justinsb addArchive may have a bug as well.
