Which jobs are failing?

ci-kubernetes-e2e-capz-master-containerd-nightly-windows

Which tests are failing?

the cluster doesn't start

Since when has it been failing?

Reason for failure (if possible)

This is a canary job to catch bugs early in lifecycle of containerd and windows hcsshim project.

The fix is being tracked in microsoft/hcsshim#1398

fix went into containerd and job started passing again

This occurred again recently https://prow.k8s.io/view/gs/kubernetes-jenkins/logs/ci-kubernetes-e2e-capz-master-containerd-nightly-windows/1532787638665220096 and should be fixed by microsoft/hcsshim#1418
