What would you like to be added:
The scheduler currently has a generic util package that stores a lot of common functionalities. Currently the error_channels for any errors that may arise in the scheduling framework are present here. W.r.t #71863 which serves as umbrella issue for scheduler cleanup, channels should become an internal package for scheduler.

Why is this needed:
The error_channel should be a scheduler exclusive package and must not be accessible to other components.

I think we can move the channel to pkg/scheduler/internal/parallelize if #89070 goes through
