What type of PR is this?
/kind cleanup

What this PR does / why we need it:
This PR has 2 elements:

  1. It hides extremely verbose kubectl.kubernetes.io/last-applied-configuration in describe command, users can always access that directly through yaml or json, if needed.
  2. Squashes pkg/describe/versioned/ into pkg/describe/ for simplicity.
