Improve terminated pod message when node is shutting down #102840

In addition to changing the Pod Status reason and message being terminated when a node is shutting down, I also changed the Pod Admission Status reason and message on rejection when the node is shutting down.

Pod Terminated
* Reason: Shutdown ----------------------------> Terminated
* Message: Node is shutting, evicting pods ----> Pod was terminated in response to node shutdown.

Pod Rejected
* Reason: Terminated -----------------------------------------------------------> NodeShutdown
* Message: Node is in progress of shutting down, not admitting any new pods ----> Pod was rejected as node is shutting down.

Does this PR introduce a user-facing change?

Changed the Graceful Node Shutdown Pod termination reason and message.
Changed the Graceful Node Shutdown Pod rejection reason and message.

Hi @Kissy. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@adisky I am not sure that the failed test are related (seems to be some timeout), I ran the unit test locally and it was successful. Any pointers on what I should do?

@Kissy You need to rebase your PR, all tests are failing due to this.
