Automated cherry pick of #119762: fix wait.PollUntilContextCancel immediately executes

Karmada is working for Cleanup deprecated methods in wait package and there have some problem, #119762 is a pr for bugfix and backport it to v1.27 would be great, and then karmada can use it.

Also have create PR for v1.28 #122120

wait.PollUntilContextTimeout function, if immediate is true, the condition will be invoked before waiting and guarantees that the condition is invoked at least once and then wait a interval before executing again.

Karmada have bump k8s deps to 1.28, so this is no need anymore for karmada.
