Reverting #27791 to get our Jenkins tests green again.

@mml @nikhiljindal I'm pretty sure that nslookup is not installed on the jenkins worker (bind-utils package on most distros). It's odd that we're not seeing nslookup: command not found in the logs though.

#27798 has been merged, so we should have nslookup available.

@mml can we revert the revert ;) ?

PS: federation-e2e is currently borked by an unrelated issue, so we should probably wait until that mess clears up before landing this in the submit queue.
