What type of PR is this?
/kind cleanup

What this PR does / why we need it:
Follow up to #88064.

Rather than apply band-aid make(http.Header), do things the "right" way and use a constructor which will, as one would expect, internally make(http.Header).

As was pointed out, it's difficult to tell what else might be wrong doing just http.Request{}, better to let a constructor handle the details.
