update kube-controller-manager and kube-scheduler to match kube-apiserver defaults #88663

The kube-apiserver has long exposed profiling endpoints by default because they are ACL protected and cheap. These other of the binaries now have the same ACL protection with default flags, so this brings their debug endpoint up to date.

kube-controller-manager and kube-scheduler expose profiling by default to match the kube-apiserver.  Use `--enable-profiling=false` to disable.
