What this PR does / why we need it:
This PR does not report an error if SRIOV device is not found on the system. Therefore, with this fix we can go ahead and run topology policy changes e2e tests without erring out.

Currently #88566 is failing to run e2e topology manager tests because of this bug.

Hi @Deepthidharwar. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

lgtm. I'd probably pushed this fix on top of your #88566, but it's fine both ways.
