What this PR does / why we need it:
Removes imports to pkg/master/ports as part of staging the e2e framework.

Which issue(s) this PR fixes:
Part of #74352

Special notes for your reviewer:
Due to cyclical imports in test/e2e/framework <-> test/e2e/framework/metrics (see #81245), I had to duplicate some port values in two places.

Does this PR introduce a user-facing change?:

can't use constants in test/e2e/framework/ports.go due to cyclical imports to test/e2e/framework :(

ack, i was hoping that one day the component ports and similar constants can be exported to a repository somewhere.

I was wondering we could define this file as e2e sub framework.
But that would make invalid dependency from core framework to the sub framework because test/e2e/framework/resource_usage_gatherer.go and util.go are using already.
So it is fine to merge as this PR.
