What this PR does / why we need it:
This graduates the ServiceAppProtocol feature gate to beta and enables it by default. This means that the AppProtocol field will now be enabled by default on Services and Endpoints.

Does this PR introduce a user-facing change?:

ServiceAppProtocol feature gate is now beta and enabled by default, adding new AppProtocol field to Services and Endpoints.
