Special notes for your reviewer:

This PR only updates k8s-cloud-builder/k8s-ci-builder images for master/v1.24. Images for 1.23 based on Go 1.17.7 will be built once we update the release-1.23 branch to Go 1.17 (mostly like after the upcoming patch releases).

Does this PR introduce a user-facing change?
