Improve documentation for control plane component leader election and Leases

This is an Enhancement Request

Problem:
The control plane is switching to Leases as the primary mechanism for leader election; however we don't document this in much detail.

Proposed Solution:
Add more text to https://kubernetes.io/docs/concepts/architecture/leases/#leader-election
Optionally, add more details somewhere within https://kubernetes.io/docs/reference/ (potentially a brand new page)
