Blog post introducing scheduler simulator

Hello. Kube-scheduler-simulator is approaching its first release. (under-development for almost 2 years!)

And, we'd like to publish the blog post somewhere. Recently, blog posts of Kwok published in

So, I'm guessing the simulator can proceed the same way.
