I deleted a name space which created a clusterpolicy report for some reason ( no numbers though )

I cannot produce this issue while deleting Namespace, with these sample policies installed.

However, I noticed that request.Namespace has been set for kind Namespace, thus it results in incorrect policy reports (for Namespace kind only). Sending #1718 to fix it.
