USER-CGDNA: Increased tolerance for fatal error in FENE bond #1857

Summary

This pull request increases the tolerance in the argument of the FENE bond for throwing a fatal error. Note that this reflects the tolerance level of the standalone code and oxDNA model, which doesn't have a similar tolerance threshold.
