Remove 'password_forgotten' from the guest-checkout disallowed pages

If an account-holding customer chooses to go down the guest-checkout path, changes their mind and realizes that they don't remember their password, they'll be redirected to the site's main page and can never get to the password_forgotten one.

Remove that element from the initial install and, on upgrade, remove the password_forgotten page from that configuration setting.
