placing a file named upgradeDisabled in
/opt/LBRY/resources/static/ disables updates

Thank you @jessopb for your hard work on this pull request and to @kauffj for being responsive on #868, it is much appreciated. I am looking forward to the new LBRY release, being able to drop my patch, and getting the new update out to Solus users faster! 🎉
