Theme setup page doesn't save changes to nav structure #3703

When I hit the "Save" button on the /themes/setup/ form after changing the nav structure, it doesn't seem to actually have saved it? It does save changes to the non-nav parts of the form...

I'm unable to reproduce this on Dev5 (fruitsalad).
