Update self-hosted runner #228

We should update our self-hosted runner to something like:

  • Ubuntu 22.04 (jammy)
  • CUDA 12.3
  • GA runner 2.313.0

It's been updated. Now it needs to be tested.

That seemed to work and without failures from the FFT test suite.

No, I don't think that test run used the new runner.
