Plugin template file and hints on writing new plugins

This is a proposal:
@TD-er had the idea to have a plugin template file to help those who want to create a new plugin.
I have made an attempt to create a template file. I went through the bugs and wiki and created a list of hints I thought are good to know when developing a plugin. I have also added a few bugs which I think provide good information - I couldn't summarise it though so I have written down those cases.
More information has to be added in the template file.
For some reason I can't upload a file here.

You create a fork, branch that with a informative name. Upload the files and then make a pull request.
