This adds the text of the specific error messages for each Boulder rate limit to the rate limit documentation page, so that people searching within that page, or potentially searching on the web, can more easily associate the errors displayed in their clients with a particular rate limit category.
This is because some people on the forum didn't know that, for example,
too many certificates already issued for exact set of namesis the same problem as the Duplicate Certificate Limit.
