add instructions to verify and update the Ubuntu locale if necessary
a teacher has encountered an incorrect Ubuntu 22.04 LTS default locale for Windows 10 and Windows 11
the issue is not encountered on a Ubuntu 22.04 LTS installed on a Compute Engine VM
this fixes lewagon/data-setup#254
