Write concept doc about peer routing

We should have a high-level into that defines what peer routing is and builds to an overview of how the kad DHT works in practice.

Just to clarify the ask here a bit, I think it's okay for something to be a small doc about what peer routing is at a high level and how it uses the dht and roughly how the DHT works. I don't think this should attempt to explain Kademlia from first principles. See my comment here: #147 (comment)
