Colors in Cinematic videos are incorrect with Vulkan Renderer

Colors in the cinematics are wrong, for example in chrono cross the intro is yellow,
or in Tekken 3 has the same issue.

Steps to reproduce the bug

-Enable Vulkan renderer in RetroArch
-Restart RetroArch for the new renderer to take effect
-Launch a PS1 game that has MDEC videos (e.g. Chrono Cross, Tekken 3 etc)

Version/Commit
RetroArch 1.11.1 estable version
Beetle PSX HW 0.9.44.1
Core options
Default options

Environment information
Frontend: RetroArch
OS: Win 11
Compiler: MinGW (9.2.0) 64-bit
GPU: Intel UHD 620

Expected behavior/changes
Movie should play back in colour

Additional context
Colors ingame are correct.
