add MAME 0.159 XML DAT

The DAT was generated via the original MAME 0.159 Windows binary, and zipped in order to fit within the maximum filesize limit for github.

This DAT can serve as a canonical version, and might even be improved upon by backporting features or updating entries based on more extensive testing than was possible month-to-month during the MAME release cycle.

Another reason including the DAT in the github repo is useful is because the libretro MAME cores can not generate their own DAT files like standalone MAME executables.
