proctools: add 'pgrep'/'pkill' aliases

The proctools package is known primarily for its "pgrep" and "pkill" utilities. Adding these aliases will make it easier to find the right formula when those tools are needed. Closes Homebrew#11898. Signed-off-by: Jack Nagel <jacknagel@gmail.com>
