StatisticalProgram and StatisticalProgramCycle are both imported from GSIM into COOS, but the "has" property that links them in GSIM is not. Should we define a specific property in COOS or use a generic one like dcterms:isPartOf or such?

Following 9/7 meeting: though dcterms:isPartOf might not be enough to represent the relationship between Statistical Program and Statistical Program Cycle (for example the notion of temporal iterations), we keep it for now while indicating its limitations in the text.
