This patch manually merges skia commits 6112f0b068b3101f42d53c53345a761a69a46c20 and 16d00eeef7d18dcfd28725bcb4c15dad633ab7eb to fix support for font smoothing on macOS 10.14+.

[[ Bug 22593 ]] Add release note This patch adds a release note for bug 22593 which fixes support for font smoothing in macOS 10.14+. The fix itself is against the thirdparty repo. Requires livecode/livecode-thirdparty#141
