[OpenMP] Add OpenMP offloading toolchain for AMDGPU
This patch adds AMDGPUOpenMPToolChain for supporting OpenMP offloading to AMD GPU's. Originally authored by Greg Rodgers Reviewed By: jdoerfert Differential Revision: https://reviews.llvm.org/D94961
