Google not displaying Loomio site info in search results due to robots.txt file.

We shut off robot crawling a bit ago; we can turn it back on by setting the
ALLOW_ROBOTS environment variable to true, or edit private_robots.txt to
allow for the Googlebot user agent. @robguthrie?
