- Use a custom GITHUB_TOKEN for the changesets/action in order to trigger the Docker release workflow for Squareone.
- Associate rubin-style-dictionary with the lsst-sqre/squareone monorepo in its package.json metadata.

Instaed, run CI on the pull_request event.
This form follows the advice of GitHub for linking a package to a repository: https://docs.github.com/en/packages/working-with-a-github-packages-registry/working-with-the-npm-registry#publishing-multiple-packages-to-the-same-repository
Using GITHUB_TOKEN means that tags don't trigger GitHub Actions; we want that though in order to trigger the docker build for squareone.
