This dataset doesn't have any differencing templates, but ap_verify may still assume they exist, as they're part of the ap_verify dataset format. Add empty collections to match.

This PR adds dummy collections to ensure the code added in lsst/ap_verify#106 can set up
ap_verify_testdatawithout crashing.
