This looks good. I think as it stands now, this type of package could be built and deployed standalone (i.e., ap-verify-testdata.lsst.io) and that'll avoid needing to figure out how to modify the Jenkins build for these test datasets. I'll make a point of revisiting this.

This PR updates the documentation to current data package conventions and fixes build errors detected when building with
pipelines_lsst_io. Note that this documentation is not currently being built by pipelines.lsst.io (to avoid having to download the entire package), so it may bitrot in the future.
