While some metadata objects are PropertyLists, some interfaces return PropertySet, and there is no special ordering to metadata entries.

This PR modifies the Gen 3 storage class for task metadata to be
PropertySetrather thanPropertyList. This allows storage of more complex metadata objects than previously possible.
