The objective of LIRCH is to allow simple communication over local networks in a format similar to IRC. Instead of having a host server, clients would directly communicate with one another in either a network wide room or private channels. Connections would be ad-hoc and subject to blocking by the user.

The purpose of the program is short range communication for either casual conversation over a local range or for any group-based situation where quick communication and file transfer are useful. One of the key advantages of it over a normal IRC format is no need for an internet connection, simply a network between participating computers.
