Немного отрефачил (упорядочил по алфавиту, убрал комменты из setup.py).
Создал ещё ишью #26: надо бы как-нибудь указать версии пакетов в requirements.txt.
Так будет правильнее (а то сейчас requirements.txt это просто как расширенный install_requires в setup.py).
Пока не знаю, как работает pip install topicnet, но этих изменений (в requirements.txt) по идее должно хватить, чтобы в релизе всё заработало?
