Display license info for a dataset that has no distributions
Related to magda-io/magda-csw-connector#23
When harvested from CSW (GeoNetwork) source, it's possible to capture a dataset with no distributions but has license info.
The dataset-level license info will be stored as
defaultLicenseinfo at dataset level.We should update our UI to make sure the dataset-level license info will be shown when the dataset has no distributions.
